Recreation Coordinator - Seniors

Under the direction of the Senior Services Supervisor, develops and oversees the Health &Wellness/Fitness program, and assists with the planning and organizing of enrichment, social, and lifelong learning programs and events within the Senior Services Division of the Parks and Recreation Department. Assists in the promotion, marketing, and advertising of the program; monitors program attendance and budgets, processes daily receipts and instructor invoices, and completes required reports. Supervises contractual and part-time employees.

Compensation: Starting range: $15.00 - $17.00 / hour, depending on qualifications.

Department of Public Works Director

GENERAL STATEMENT OF DUTIES: The Director of Public works is responsible for the direction, control and administration of all the functions of the Public Works Department. Duties include: management of all DPW functions and engineering functions, operations including water, sewer, streets, storm water, buildings and grounds, solid waste, snow and ice removal, cemetery operation and maintenance, and fleet management.

SUPERVISION RECEIVED: Work is performed under the general direction of the City Manager.

ESSENTIAL JOB FUNCTIONS: An employee in this classification is expected to:

  • Function as the Public Works Director by directing and managing the implementation of proposed capital improvement programs for streets, utilities, and buildings.
  • Prepare documents, and make presentations for both short and long range plans. Participates as a critical department head in various board or committee meetings; serves on committees when appointed, and prepares and submits annual DPW budgets.
  • Plans and directs public works activities including surveys, project design and layout, construction and maintenance, and provides advice and assistance to other department heads.
  • Prepares bid packages for outside contractors, recommends bid awards and participates in negotiations with contractor and consultants.
  • Oversees control and operation of the city water and sewer systems.
  • Ensures the proper maintenance and appropriate replacement of City equipment
  • Works with various state, local, regional, and/or federal agencies regarding City projects. Works effectively with other City department on project impacting other departments.
  • Works extended hours during emergency situations (overtime).
  • Works outside in inclement weather and extreme temperatures when necessary.
  • Most work is typically performed under typical office conditions with frequent interruptions.
  • Provide on-call duty responsibilities to oversee emergency callout operations.
  • Read and interpret blueprints and construction drawings.
  • Responsible for state permitting of DPW facilities including: solid waste, drinking water facilities, waste water and storm water facilities insuring compliance for all state permitted facilities; required to have appropriate licenses to operate facilities and perform duties as direct by the State.
  • Direct and supervise all department activities and employees; develops and assigns responsibility and authority as well as the scope of duties; ensures training of personnel including training necessitated by regulation such as; confined space regulation, drug and alcohol testing, and CDL requirements.
  • Hire, train, instruct and assign tasks to department employees: Work and negotiate with union representatives.
  • Perform other similar duties inherent of the position of Public Works Director.

SUPERVISION EXERCISED: Supervision is exercised over an Assistant Public Works Director, a Working Foremen, Equipment Operators, Laborers, and others engaged in labor, construction, repair or maintenance work for the general operation of the Department of Public Works.

TYPICAL EXAMPLES OF WORK: An employee in this classification may be called upon to do any or all of the following: (Note, these examples do not include all the tasks which the employee may be expected to perform.)

  • Plan, organize and direct the daily maintenance and repair of streets, parking systems, water and sewer systems, cemeteries, buildings and grounds and equipment.
  • Take action necessary to insure that private contractors working for the City fulfill their contractual obligations with the City.
  • Hold routine department informational and safety meetings.
  • Plan short and long range work programs for the Department of Public Works.
  • Manage the selection of materials and equipment, and prepare bid documents for the purchase of said materials and equipment.
  • Participate in the selection of professional services consultants for the design and management of annual capital improvement projects.
  • Oversee the design and construction of capital improvement projects.
  • Perform field inspections on construction projects.
  • Address citizen complaints pertaining to Department activities.
  • Oversee/undertake the preparation of the Department’s annual budget.
  • Prepare correspondence, records and reports.
  • Be able to coordinate and communicate well with the public, outside contractors and vendors, and other City employees and department heads.
  • Oversee the preparation of daily work assignments and inspect and evaluate work performance of department employees.
  • Discipline, coach, and counsel employees.
  • Train employees regarding procedures, safety practices, materials and equipment operation.
  • Oversee snow removal and ice control operations.
  • Oversee the administration, operation and maintenance of the City’s cemeteries acting as the Cemetery Sexton for the City.
  • Oversee the department’s work in the maintenance and repairs to the City’s water and sewer systems.
  • Perform related work as required.

REQUIRED QUALIFICATIONS FOR EMPLOYMENT: An employee in this position is expected to possess the following:

  • Thorough knowledge of the modern public works design, planning, construction, maintenance and related principles and practices involving streets, utilities, inspection, civil engineering, and solid waste management activities.
  • A good knowledge of the organization and layout of the City of Northville and the ability to find and interpret local ordinances and laws relating to public works activities and service delivery.
  • Thorough knowledge of computers with the ability to investigate and prepare reports on public works matters using Excel and Word.
  • Considerable knowledge of the materials, methods, equipment and supplies used in the construction, maintenance and repair of streets, sewers and water systems.
  • Considerable knowledge of State laws and Health Department rulings relating to procedures required for the pumping, storage, and distribution of a safe community water supply system.
  • An S-2 water certification or better by the State of Michigan.
  • Ability to plan, organize, direct and coordinate the activities of a number of employees engaged in a variety of public works activities.
  • Ability to establish and maintain effective working relationships with subordinate employees, other city officials and employees, and the general public.
  • Considerable experience in a responsible work environment involving various phases of municipal public works design, construction, maintenance and repair activities.
  • Graduation from a College of recognized standing in Civil Engineering and or Public Administration (preferred) or 5+ years of progressive supervisory experience in municipal public works operations.
  • Possession of a valid Michigan Driver’s License and satisfactory driving record is a condition of initial and continued employment.

Park/Building Attendant – Northville Parks and Recreation

Northville Parks and Recreation is accepting applications for Park/ Building Attendant position – week day/weekend and evening shifts. Employees in this position provide supervision and maintenance services for the Northville Parks & Recreation facilities.

Successful candidates must be at least 18 years of age, have a valid driver’s license, excellent customer service skills, and be able to perform basic maintenance duties. Average work week schedule would be 10 – 29 hours per week, with schedules changing monthly based on park /building usage.

Starting wage is $10 per hour. There are no fringe benefits with this position.

Substitute School Crossing Guard

The City of Northville is accepting applications for a substitute adult school crossing guard position. This position is responsible for safely crossing elementary and middle school children at designated crosswalks before and after school. Work is performed outdoors in all types of weather conditions and requires the individual to be in good physical condition with good mobility. This position is overseen by the Northville Police Department.

Crossing Guard Responsibilities

  • Stop vehicle and pedestrian traffic and escort school children across designated school crossing zones in all weather conditions.
  • Ensure the safety of children.
  • Effectively communicate with children, parents, and the general public.
  • Report violations of school crossing guard laws and appear in court for those violations.
  • Report unsafe traffic conditions in school crossing zones and suspicious vehicles or persons around the school area.
  • Communicates safety instructions and directions to students, parents, and motorists traveling through the school safety zone.

The City of Northville Police Department will provide all training and equipment required by law to the crossing guard. Crossing times are mornings 7:30am – 8:50am, 2:55pm – 4:00pm, and an occasional late morning/early afternoon on early release days.

Pay is $11.12 per crossing with each crossing guard typically covering 4.5 crossings per day. Benefits are limited to those required by law (social security and workers’ compensation). This is a substitute position that will fill-in during absences of the regular crossing guards.

Seasonal Park Worker

Northville Parks and Recreation is accepting applications for Seasonal Park Worker, Monday – Friday 7am – 3pm. Employees in this position provide maintenance services for the Northville Parks & Recreation parks and facilities. Position runs from March 21st through November 11th. This is a seasonal position.

Successful candidates must be at least 18 years of age, have a valid driver’s license, and be able to perform basic maintenance duties. Average work week schedule would be up to 40 hours per week, with occasional flex scheduling depending on work load.

Starting wage is $10 per hour depending on experience. There are no fringe benefits with this position.
